Later that year, he<\/span><a href=\"https:\/\/www.nytimes.com\/2021\/11\/15\/us\/politics\/biden-signs-infrastructure-bill.html\"><span style=\"font-weight: 400;\"> signed the <\/span><span style=\"font-weight: 400;\">bipartisan Infrastructure Investment and Jobs Act<\/span><\/a><span style=\"font-weight: 400;\"> to build out a <\/span><a href=\"https:\/\/www.bls.gov\/opub\/btn\/volume-12\/charging-into-the-future-the-transition-to-electric-vehicles.htm#_edn12\"><span style=\"font-weight: 400;\">nationwide EV charging network<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The momentum towards EVs in the U.S. has led to a rapidly<\/span><a href=\"https:\/\/www.bls.gov\/opub\/btn\/volume-12\/charging-into-the-future-the-transition-to-electric-vehicles.htm#:~:text=The%20market%20for%20electric%20vehicles,to%204.6%20percent%20in%202021.\"> <span style=\"font-weight: 400;\">growing share of the automobile market and a <\/span><span style=\"font-weight: 400;\">more than 40% increase in the number of publicly available charging ports. <\/span><\/a><span style=\"font-weight: 400;\">Increased <\/span><a href=\"https:\/\/www.transportation.gov\/briefing-room\/usdot-announces-new-vehicle-fuel-economy-standards-model-year-2024-2026?s=09\"><span style=\"font-weight: 400;\">corporate average fuel economy<\/span><\/a><span style=\"font-weight: 400;\"> standards and the <\/span><a href=\"https:\/\/climate.law.columbia.edu\/content\/nhtsa-finalizes-repeal-trump-era-rule-blocking-state-fuel-economy-standards#:~:text=On%20December%2021%2C%202021%2C%20the,had%20codified%20the%20preemption%20of\"><span style=\"font-weight: 400;\">repeal of a 2019 law that prohibited state and local laws related to fuel economy standards<\/span><\/a><span style=\"font-weight: 400;\"> have promoted innovation. Relatedly<\/span><span style=\"font-weight: 400;\">, between August and December 2022, state legislatures in <\/span><a href=\"https:\/\/ww2.arb.ca.gov\/news\/california-moves-accelerate-100-new-zero-emission-vehicle-sales-2035\"><span style=\"font-weight: 400;\">California<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.nbcboston.com\/news\/local\/sales-of-new-gas-powered-cars-wont-be-allowed-in-massachusetts-in-2035\/2818583\/#:~:text=By%202035%2C%20all%20new%20cars,Massachusetts%20must%20do%20the%20same.\"><span style=\"font-weight: 400;\">Massachusetts<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/ecology.wa.gov\/About-us\/Who-we-are\/News\/2022\/Dec-19-Clean-Vehicles-II-Adoption\"><span style=\"font-weight: 400;\">Washington<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/www.governor.ny.gov\/news\/governor-hochul-drives-forward-new-yorks-transition-clean-transportation\"><span style=\"font-weight: 400;\">New York<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">and <\/span><a href=\"https:\/\/www.kbb.com\/car-news\/oregon-becomes-fifth-ev-only-state-by-2035\/\"><span style=\"font-weight: 400;\">Oregon<\/span><\/a><span style=\"font-weight: 400;\"> enacted new standards that require all new cars sold within each state\u2019s borders to be emissions-free by 2035.<\/span><\/p>\n<p><a href=\"https:\/\/countertools.org\/blog\/paving-the-road-how-electric-vehicles-can-affect-tobacco-control-at-the-point-of-sale\/ev-share\/\" rel=\"attachment wp-att-15729\"><img decoding=\"async\" class=\"lazyload alignnone size-full wp-image-15729\" src=\"https:\/\/countertools.org\/wp-content\/uploads\/2023\/06\/EV-share.png\" data-orig-src=\"https:\/\/countertools.org\/wp-content\/uploads\/2023\/06\/EV-share.png\" alt=\"\" width=\"512\" height=\"341\" srcset=\"data:image\/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%27512%27%20height%3D%27341%27%20viewBox%3D%270%200%20512%20341%27%3E%3Crect%20width%3D%27512%27%20height%3D%27341%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E\" data-srcset=\"https:\/\/countertools.org\/wp-content\/uploads\/2023\/06\/EV-share-200x133.png 200w, https:\/\/countertools.org\/wp-content\/uploads\/2023\/06\/EV-share-300x200.png 300w, https:\/\/countertools.org\/wp-content\/uploads\/2023\/06\/EV-share-400x266.png 400w, https:\/\/countertools.org\/wp-content\/uploads\/2023\/06\/EV-share.png 512w\" data-sizes=\"auto\" data-orig-sizes=\"(max-width: 512px) 100vw, 512px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Taking a cross-country road trip from Los Angeles to New York City or Boston to Portland typically means several stops at gas stations along the interstate to stretch legs, purchase snacks, and fill up on gas. But the gas stations that fueled these trips are dealing <\/span><span style=\"font-weight: 400;\">with fewer gas-powered vehicles on roads, <\/span><span style=\"font-weight: 400;\">fierce<\/span> <a href=\"https:\/\/www.politico.com\/news\/magazine\/2022\/10\/28\/electric-vehicles-fueling-station-gas-utilities-infrastructure-00063398\"><span style=\"font-weight: 400;\">competition with power companies for control of electric charging stations<\/span><\/a><span style=\"font-weight: 400;\">, and adapting new business strategies and infrastructure to keep pace with society\u2019s transition towards EVs.<\/span><a href=\"https:\/\/www.governing.com\/next\/as-evs-gain-popularity-what-will-happen-to-gas-stations#:~:text=An%20analysis%20by%20Boston%20Consulting,would%20go%20out%20of%20business\"><span style=\"font-weight: 400;\">\u00a0<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">So, <\/span><span style=\"font-weight: 400;\">what exactly does all of this have to do with tobacco control?<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Convenience stores <\/span><a href=\"https:\/\/countertobacco.org\/resources-tools\/evidence-summaries\/pos-policy-trend-reports\/\"><span style=\"font-weight: 400;\">make up the largest category of tobacco retailers in the U.S<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><span style=\"font-weight: 400;\">Given that <\/span><a href=\"https:\/\/www.convenience.org\/Topics\/Fuels\/Who-Sells-Americas-Fuel#.WsKUICMrIy4\"><span style=\"font-weight: 400;\">80% of gas sold in the U.S. comes from convenience stores<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">and that the number of gas station outlets has <\/span><a href=\"https:\/\/www.marketwatch.com\/story\/how-many-gas-stations-are-in-us-how-many-will-there-be-in-10-years-2020-02-16\"><span style=\"font-weight: 400;\">declined for decades<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">the point-of-sale landscape may continue to dramatically shift in the ensuing decades with <\/span><span style=\"font-weight: 400;\">possible reductions in:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The density of tobacco retail outlets across the U.S.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The number of tobacco retail outlets near schools and parks, areas that youth frequent<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The amount of tobacco marketing in communities<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">High retail availability of tobacco, along with heavy marketing at the point of sale, have been shown to <\/span><a href=\"https:\/\/www.jsad.com\/doi\/full\/10.15288\/jsads.2020.s19.97\"><span style=\"font-weight: 400;\">prompt youth initiation, encourage impulse purchases, and <\/span><\/a><span style=\"font-weight: 400;\">interfere with quit attempts. Although the point-of-sale landscape may change in the coming years, tobacco control advocates can take action today to reduce tobacco retailer density through <\/span><a href=\"https:\/\/countertobacco.org\/policy\/\"><span style=\"font-weight: 400;\">policy solutions<\/span><\/a><span style=\"font-weight: 400;\"> such as <\/span><a href=\"https:\/\/countertobacco.org\/policy\/licensing-and-zoning\/\"><span style=\"font-weight: 400;\">licensing and zoning<\/span><\/a><span style=\"font-weight: 400;\"> restrictions.<\/span><\/p>\n<p><b>Ready to make progress toward reducing tobacco retailer density in your community?
